Toronto prepares for Monday transit strike

The Toronto Transit Commission is expected to strike Monday. The TTC workers union, the Amalgamated Transit Union Local 113, rejected a deal offered by TTC management. They last went on strike in 1999. The average daily ridership exceeds 1.3 million passengers.

The city of Toronto has prepared to help deal with the forecasted traffic congestion by opening up free parking for car-pools at 14 city-owned community centres, banning parking on some city streets, and opening up some bus-only lanes to car-pools.

The initial deal, which was rejected, offered a 2% wage increase over five years. With a huge turnout the union-members voted against accepting the offer with a 99% majority according to a press release by the union. The union rejected the latest offer Friday reported to be a three-year contract with raises of 2.75 percent in the first year, three percent in the second and 3.25 percent in the third.

Now all we have to do is make sure that we have a little bit of extra wrap and gift tags on hand, and we are ready to tackle whatever problems may arise. Fast forward to the party, and there they are, walking through your door, that unexpected guest that previously could have put you in a state of desperation will not upset you. All thats left to do now is excuse yourself for just a moment while you quickly and easily prepare a gift that will make it seem as if you were well prepared for any scenario, which after all, you were. Fifteen flu sufferers die in Wales in one week

Over the course of the last week, fifteen people who have suffered from influenza have died in Wales, as reported to the Welsh Assembly Government. The total amount of flu-related deaths in Wales since October 2010 has now increased to 27.

Despite the slight increase in the clinical consultation rate for influenza this week compared to the previous week, the rate of consultations for flu-like illness in Wales still remains within the levels of normal seasonal flu activity.

On Tuesday, 49 people were being treated in critical care beds in hospitals around Wales, according to health officials. With twelve reported admissions, Aneurin Bevan Local Health Board had the highest amount of critical care patients in Wales. Betsi Cadwaladr University Local Health Board has the second highest total number of patients experiencing this critical care in the country, with eleven being cared for. Cardiff and Vale University Health Board and Abertawe Bro Morgannwg University Health Board have nine important care admissions each. Cwm Taf NHS Trust contains five of such patients, while Hywel Dda NHS Trust has three.

The age group of 25–34 years old had the largest amount of meetings with general practitioners; the rate of consultation was 147 people for every 100,000. For all age groups, 93 people out of every one hundred thousand have been consulting with a GP; on January 5, the total figure stood at 85 meetings per 100,000.

“Despite the slight increase in the clinical consultation rate for influenza this week compared to the previous week, the rate of consultations for flu-like illness in Wales still remains within the levels of normal seasonal flu activity,” said Dr. Tony Jowell, the Chief Medical Officer of Wales. “Most healthy people will recover from flu-like illnesses within five to seven days with plenty of rest and drinking non-alcoholic fluids. On the issue of vaccination against seasonal flu, whilst we have been working to make stocks of the vaccine that was developed against swine flu available to be used where supplies of seasonal flu vaccine have run low, we are now well into the flu season.”

According to Media Wales, 13 patients experiencing flu-related symptoms were getting treatment at Withybush General Hospital in Haverfordwest on Tuesday. Meanwhile, five were receiving hospital treatment at Bronglais General Hospital in Aberystwyth. Also, Carmarthenshire NHS Trust in Llanelli and West Wales General Hospital in Carmarthen both had a solitary patient.

Jowell also commented: “People in at-risk groups are at a higher risk of complications from seasonal flu, and the best protection is early vaccination. A press and publicity campaign has been running since October and has included television, radio and bus adverts to let people know if they are in an at-risk group, and that the vaccine is available free of charge to those groups from GPs. We have also encouraged health boards and GPs to ensure that their patients and front line NHS staff are vaccinated against seasonal flu.”

Throughout the United Kingdom, 62 individuals reportedly died in the last week, as the result of suffering from influenza. The majority of these victims were suffering from swine flu. In most of these cases, the sufferers were aged between 15 and 64. However, nine of the fatalities were of children aged below fourteen.

Despite passage of bailout bill, two US states may need loans

Despite the passage of a 700 billion USD bill by the United States House of Representatives on Friday and the Senate on Wednesday, two U.S. states may need loans totaling over 14 billion dollars.

California and Massachusetts are seeking at least 7 billion dollars each from the federal government as loans. Officials and lawmakers in both states say that the loans would be temporary.

According to Massachusetts’ state treasurer, Timothy P. Cahill, the state was unable to borrow money last week on a short term loan. He also states that the state can afford to pay its bills and debts for the next few weeks, but not beyond that without a short-term loan from the government. Cahill has asked the federal government for a loan similar to the recent one passed by Congress and the Senate.

“That’s all we would ask them to do: Treat us like the investment banks,” said Cahill to the Associated Press.

Officials in California say they need an emergency loan, or they will run out of money by the end of October. California’s governor, Arnold Schwarzenegger said the state is “not out of the woods” and needs a short term loan from the government.

“California and other states may be unable to obtain the necessary level of financing to maintain government operations and may be forced to turn to the federal treasury for short-term financing,” said Schwarzenegger in a letter to the Treasury Department, which is taking the letter under consideration.

On Friday, the U.S. House of Representative voted to pass a revised bailout bill which included raising the FDIC insurance cap to $250,000, a move designed to please progressives. However, the $110 billion in tax breaks, earmarks and what has been called pork barrel spending is not offset by any increases in revenues and has added opposition to the bill from some Representatives in the House. Earmarks added into the bailout bill included $192 million in tax rebates for the Virgin Islands rum industry, $148 million in tax cuts for the wool industry, $100 million tax cuts to the auto racing industry, and $48 million in Hollywood tax incentives, among others.

Crash kills nine on Oklahoma turnpike

A crash has killed nine people on a turnpike (toll road) northeast of Miami, Oklahoma. The accident occurred on Friday when a semi-trailer truck struck a line of stationary traffic from behind on the Will Rogers Turnpike near state lines with Missouri and Kansas.

It looks like a war zone. There’s mangled metal everywhere. There’s debris, fluids, dead bodies.

Traffic had come to a standstill as a result of an earlier accident eastbound when the accident occurred. The road has a speed limit of 75 mph, and it is currently thought that the truck driver made no attempts to stop his vehicle. He was hospitalised. A spokesperson for the nearby Freeman Hospital said eight people were treated there, and it is reported a twelve-year-old girl is among the injured.

The girl had to be cut free from the wreckage of her car, and was taken to the Children’s Mercy Hospital in Kansas City where she was in critical condition. Her parents were both killed. The accident occurred at 1p.m., and it was four hours before any eastbound lanes re-opened, leaving vehicles stranded in high temperatures and prompting emergency services to distribute water to motorists.

Also killed are an Oklahoma City family of four and a seven-year-old Texas girl and her father. The mother from that family is in a critical condition, and another woman was also killed in the same car.

Lt. George Brown of the Oklahoma Highway Patrol described the scene: “It looks like a war zone. There’s mangled metal everywhere. There’s debris, fluids, dead bodies.” A man who has worked thirty years as a tow truck driver said the crash was “the worst one I’ve ever worked.”

A number of other smaller incidents occurred in the area afterwards. At least three accidents were caused by vehicles slowing down in response to the crash, and four cars collided with each other westbound. No-one was killed in the other accidents.

It took hours to locate the last fatality, who was in a car pinned under the semi-trailer. Two tow trucks were required to separate the vehicles. A total of seven vehicles were involved, including three cars which were beneath the truck by the end of the accident sequence.

A criminal investigation has been launched. A blood sample has been taken from the truck driver, 76-year-old Donald Creed, who has been released from hospital after treatment. There is no indication alcohol was a factor in the accident.

I’ve read several do-it-yourself books on all kinds of projects and I always chuckle when I see the pictures of a person doing the project alone. — Customize.

The beauty of do-it-yourself is that you can often customize your work to fit your needs exactly. Or at least MORE exactly than off-the-rack solutions. Using unfinished pieces will allow you to coordinate your final project with the room’s decor. For example, custom means you decide how many shelves and where they fit…plus how much weight they can support.

The internet offers a wealth of do-it-yourself information and it’s simple to locate an appropriate forum and find out what solutions other do-it-yourselfers have discovered works. Wikipedia founder embroiled in affair and financial allegations

The implosion of a relationship between Wikipedia founder Jimmy Wales and journalist Rachel Marsden has resulted in controversy and international headlines. Associated Press and ABC News have also reported on questionable activity by Wales involving Wikimedia Foundation expenses. The Wikimedia Foundation is a donor-supported non-profit organization which runs Wikipedia.

Marsden had contacted Wales two years ago about concerns she had over the article about her on Wikipedia, and Wales determined the article was not compliant with Wikipedia’s standards. The tech blog Valleywag revealed Wales had a personal relationship with Marsden, and posted supposed transcripts of their instant message conversations on its site, www.valleywag.com. Wales and Marsden met in February, and The Times reported that “An apparent transcript of their conversations before that meeting suggests that, although Mr Wales had withdrawn from the editing process, he was still influencing the editors.” The Times quoted Wales from the chat logs as having stated to Marsden “The truth is of course a much worse conflict of interest than that; but that will do.” — in reference to his conflict of interest regarding Marsden’s article on Wikipedia.

Wales posted a public statement on Saturday on Wikipedia addressing the matter, and stated that his relationship with Marsden was over: “First, while I find it hard to imagine that anyone really cares about my sex life, the facts are: I am separated from my wife. I considered myself single at the time of my one meeting with Rachel Marsden on Feb. 9, 2008 … I am no longer involved with Rachel Marsden. Gossipy stories suggesting that I have been in a relationship with her ‘since last fall’ are completely false … I care deeply about the integrity of Wikipedia, and take very seriously my responsibilities as a member of the board and as a member of the Wikipedia community. I would never knowingly do anything to compromise that trust.” With regard to the conflict of interest in Marsden’s article, Wales had acknowledged to a team of Wikipedia editors in February 2008 that he and Marsden “became friends … and that we would be meeting about that,” and stated “I recused myself from any further official action with respect to her biography.”

On Sunday, The Canadian Press reported that Marsden had posted photos of herself on Ebay, and was selling items that Wales had left at her New York City apartment. In her Ebay posting, Marsden stated: “Hi, my name is Rachel and my (now ex-) boyfriend, Wikipedia founder Jimmy Wales, just broke up with me via an announcement on Wikipedia … It was such a classy move that I was inspired to do something equally classy myself, so I’m selling a couple of items of clothing he left behind, here in my NYC apartment, on eBay. Jimbo was supposed to come visit me in a couple of weeks and pick up some of his stuff, but obviously that won’t be happening now.” Marsden told The Canadian Press “It didn’t really help matters that Jimmy chose to announce the breakup to the entire world via Wikipedia (which apparently now is an online encyclopedia that doubles as a personal soapbox?) rather than to me directly (which he did much later, in an instant message discussion).”

I care deeply about the integrity of Wikipedia, and take very seriously my responsibilities as a member of the board and as a member of the Wikipedia community. I would never knowingly do anything to compromise that trust.

Marsden placed a t-shirt and sweater which she said were left at her apartment by Wales up on Ebay, and started the bidding for each at ninety-nine cents, with the auctions set to end on March 12. By Monday, bidding on the t-shirt had reached US$300, and by Tuesday the highest bid had reached $12,200. In an email to The Globe and Mail, Marsden stated “My only focus right now, to be really honest, is on my career and finding a way to get back into print, TV, or radio here in NYC,” she wrote. “All of this other personal stuff is just an unfortunate distraction.”

Jay Walsh, the Wikimedia Foundation’s head of communications, told the San Jose Mercury News that Wales’ actions in relaying Marsden’s concerns about her Wikipedia article to a team of trusted editors was within his “routine” role. When asked by the San Jose Mercury News if Wales’ actions regarding the Marsden article could compromise his role with the Wikimedia Foundation and Wikipedia, Walsh responded “No, absolutely not.”

On Tuesday, ABC News carried a story by Wired News reporter Megan McCarthy regarding allegations of “excessive spending” by Wales, and Associated Press also reported on questions involving Wikimedia Foundation expenses. McCarthy reported that former Wikimedia executive Danny Wool, who had left the foundation last year, criticized Wales’ use of Wikimedia Foundation expenses in a blog post. Wool stated that Wales had tried to expense $300 bottles of wine, a $1,300 dinner for four at a Florida steakhouse, and visits to Moscow massage parlors to the foundation, and that the foundation rescinded Wales’ corporate credit card in 2006. Wool also stated that Wales paid the foundation $7,000, after being short $30,000 on receipts for expenses.

Wool told EPICENTER that “There were occasions where he used [the Wikimedia Foundation] for personal advancement under the guide [sic] of the mission. And, as someone who was in there for the mission part of it, I found that rather distressful.” Wool commented in an interview with the San Francisco Chronicle: “Originally, it was carelessness … But as things developed, it became more apparent and obvious that he was taking advantage of the foundation credit card. It was almost like his personal piggy bank.”

Jimmy has never used Wikimedia money to subsidize his personal expenditures. Indeed, he has consistently put the foundation’s interests ahead of his own.

In an instant message exchange with Associated Press, Wales denied that the Wikimedia Foundation had taken away his corporate credit card, and asserted that he had made the decision to stop expensing business travel for the foundation. Wales highlighted a statement by the foundation’s executive director Sue Gardner: “Jimmy has never used Wikimedia money to subsidize his personal expenditures. Indeed, he has consistently put the foundation’s interests ahead of his own.” In an email to Associated Press, Brad Patrick, a former attorney for the Wikimedia Foundation, stated “Danny seems interested in blogging his way straight to a lawsuit”.

Florence Devouard, who chairs the Wikimedia Foundation, told Associated Press that Wales had been “slow in submitting receipts,” and that the foundation had rejected Wales’ expense at the Florida steakhouse. Devouard told fellow foundation board members in a private email that she had convinced Associated Press that “the money story was a no story,” and told Wales “I find (it) tiring to see how you are constantly trying to rewrite the past. Get a grip!” Wales told Associated Press: “The board, the current executive director, the previous executive director, and independent auditors have reviewed our books and publicly agree that all of my expenses were appropriate and fully accounted for.”

Media reports speculated on how the controversy would end up being represented in Wikipedia itself. On Wednesday, the St. Petersburg Times wrote: “Wales’ Wikipedia page said only this about Marsden: ‘Wales had a brief relationship with Canadian journalist Rachel Marsden.'” An article in The Australian surmised: “History will decide whether Mr Wales broke his own principles, but before that happens there may well be a Wikipedia page devoted to the controversy.”

Computer professionals celebrate 10th birthday of A.L.I.C.E.

More than 50 programmers, scientists, students, hobbyists and fans of the A.L.I.C.E. chat robot gathered in Guildford, U.K. on Friday to celebrate the tenth birthday of the award winning A.I. On hand was the founder the Loebner Prize, an annual Turing Test, designed to pick out the world’s most human computer according to an experiment laid out by the famous British mathematician Alan Turing more then 50 years ago. Along with A.L.I.C.E.’s chief programmer Dr. Richard S. Wallace, two other Loebner prize winners, Robby Garner and this year’s winner, Rollo Carpenter, also gave presentations, as did other finalists.

The University of Surrey venue was chosen, according to Dr. Wallace, not only because it was outside the U.S. (A.L.I.C.E.’s birthday fell on the Thanksgiving Day weekend holiday there, so he expected few people would attend a conference in America), but also because of its recently erected statue of Alan Turing, who posed the famous A. I. experiment which inspired much of the work on bots like A.L.I.C.E. University of Surrey Digital World Research Centre organizers Lynn and David Hamill were pleased to host the event because it encourages multi-disciplinary interaction, and because of the Centre’s interest in interaction between humans and computers. Dr. Wallace gave a keynote address outlining the history of A.L.I.C.E. and AIML. Many people commented on the fact the he seemed to have moved around a lot in the last ten years, having lived in New York, Pennsylvania, San Francisco, Maine, Amsterdam and Philadelphia, while working on the Alicebot project. The A.L.I.C.E. and AIML software is popular among chat robot enthusiats primarily because of its distribution under the GNU free software license. One of Dr. Wallace’s PowerPoint slides asked the question, “How do you make money from free software?” His answer: memberships, subscriptions, books, directories, syndicated ads, consulting, teaching, and something called the Superbot.

Rollo Carpenter gave a fascinating presentation on his learning bot Jabberwacky, reading from several sample conversations wherein the bot seemed amazingly humanlike. Unlike the free A.L.I.C.E. software, Carpenter uses a proprietary learning approach so that the bot actually mimics the personality of each individual chatter. The more people who chat with Jabberwacky, the better it becomes at this kind of mimicry.

In another interesting presentation, Dr. Hamill related present-day research on chat robots to earlier work on dialog analysis in telephone conversations. Phone calls have many similarities to the one-on-one chats that bots encounter on the web and in IM. Dr. Hamill also related our social expectations of bots to social class structure and how servants were expected to behave in Victorian England. He cited the famous Microsoft paperclip as the most egregius example of a bot that violated all the rules of a good servant’s behavior.

Bots have advanced a long way since philanthropist Hugh Loebner launched his controversial contest 15 years ago. His Turing Test contest, which offers an award of $100,000 for the first program to pass an “audio-visual” version of the game, also awards a bronze medal and $2000 every year for the “most human computer” according to a panel of judges. Huma Shah of the University of Westminster presented examples of bots used by large corporations to help sell furniture, provide the latest information about automotive products, and help customers open bank accounts. Several companies in the U.S. and Europe offer customized bot personalities for corporate web sites.

Even though Turing’s Test remains controversial, this group of enthusiastic developers seems determined to carry on the tradition and try to develop more and more human like chat bots. Hugh Loebner is dedicated to carry on his contest for the rest of his life, in spite of his critics. He hopes that a large enough constituency of winners will exist to keep the competition going well beyond his own lifetime. Dr. Wallace says, “Nobody has gotten rich from chat robots yet, but that doesn’t stop people from trying. There is such a thing as ‘bot fever’. For some people who meet a bot for the first time, it can pass the Turing Test for them, and they get very excited.”
