At 2 am, September 25, UTC time, the jury of Wikimania 2007 City Contest announced that Taipei has been chosen as the host city of Wikimania 2007.

“Taipei had the winning combination of a dedicated and experienced bidding team, a great venue with centralized accommodation and community areas, and strong sponsorship opportunities. Taipei also provides the opportunity to focus attention on the growing Asian language projects and the international aspect of the Wikimedia Foundation, as well as learning about other free knowledge efforts and projects in the region,” the jury said.

“This was a very difficult decision. Every one of the shortlisted bids this year were outstanding,” the jury continues. The other 3 bidding cities are Turin (Italy), Alexandria (Egypt) and London (United Kingdom).

Wikimania is a conference for users of the wiki projects operated by the Wikimedia Foundation. Researchers and speakers presented studies and experiments on Wikipedia and other projects operated by the Wikimedia Foundation, on wiki culture and technology, and on the world of free knowledge. The first conference was held in Frankfurt, Germany from August 4 to 8 in 2005; the second ran from August 4 to 6 in 2006 in Cambridge, Massachusetts in the United States. The third run will be held in Chien Tan Overseas Youth Activity Center, Taipei, Taiwan from August 3 to 5 in 2007.

U.S. TV networks look to past for future programming

Los Angeles, California — Four of six national television broadcast networks recently wooed potential advertisers for the 2005-2006 season with programming offerings in the new development phase. These included NBC, Fox, ABC and The WB. Two other networks, CBS and UPN, plan to preview their offerings March 24.

After four years of focusing on high-profile reality television, network executives are turning to the past for inspiration on scripted series. Some networks said they are “more consciously aggressive about developing shows” that recall such classics as Taxi and Barney Miller, Craig Erwich, a programming executive for Fox, told USA Today. In the same report, Kevin Reilly, NBC entertainment chief said, “I don’t think the answer has to be that it’s groundbreaking or something you’ve never seen before.”

But at least one ad buyer had reservations about the rear-view mirror technique. “Every network seems to be looking back rather than forward for programming ideas. The reminiscence factor may be good if you are looking for an older audience, but it may not be a way to bring in the younger audiences,” Laura Caraccioli-Davis, senior vice president and director of Starcom Entertainment told Mediaweek magazine.

GM posts first annual loss since 1992

General Motors Corporation (GM) has posted its first annual loss since 1992. GM reported losing US$4.8 billion in the fourth quarter of 2005 and a total loss of $8.6 billion for the entire year.

GM admitted Thursday night that the loss could swell further as it pays pensions and healthcare costs to thousands of former workers. GM warned that the amount calculated for last year is preliminary and could rise before it is officially reported to the US securities and exchanges commission in March.

The loss was far greater than analysts predicted. Ford, the second of the big three American car manufacturers, beat predictions earlier in the week. In contrast, Toyota is expected to report that it will beat last year’s profit of $11 billion.

GM’s automotive division lost $1.5 billion in the fourth quarter, driven by losses in North America. This has been attributed to GM’s shrinking market share, which has been taken by Japanese manufacturers Toyota and Nissan.

A further $1.3 billion was lost in restructuring charges. As part of the restructure, GM plans to cut 30,000 jobs and close 12 facilities by 2008.

An aide for Kirk Kerkorian, GMs largest individual investor (at 9.9%), has called on the company to halve its $1.1 billion annual dividend, cut executive pay and sell Saab.

Rachel Weisz wants Botox ban for actors

English actress Rachel Weisz thinks that Botox injections should be banned for all actors.

The 39-year-old actress, best known for her roles in the Mummy movie franchise and for her Academy Award-winning portrayal in The Constant Gardener, feels facial Botox injections leave actors less able to convey emotion and that it harms the acting industry as much as steroids harm athletes.

In an interview with UK’s Harper’s Bazaar, coming out next month, Weisz says, “It should be banned for actors, as steroids are for sportsmen,” she claims. “Acting is all about expression; why would you want to iron out a frown?”

More worries of further contamination of food from China

The World Health Organization (WHO) is warning that more food imported from China may be contaminated with melamine, a chemical used in the manufacturing of plastics. Melamine, although nontoxic in very small amounts, can cause severe kidney problems in large doses.

Guanshengyuan, a Chinese company that makes children’s candy, has stopped selling its popular brand White Rabbit, which is sold nationally in China, after tests confirmed the presence of melamine. Bright foods owns the candy company. Earlier their powdered milk was found to contain melamine which sickened over 53,000 people and was responsible for the deaths of at least four infant children. Guanshengyuan has stopped exporting their goods to the nearly 50 companies overseas that buy them.

Melamine has also been found in Hong Kong in baby cereal and vegetable formula made by Heinz. It has also been found in wasabi crackers which are manufactured by the Chinese company, Silang House.

Another Chinese food company called Marudai Food Co. has also halted the sales of several items such as meat buns, cream buns and corn crepes made with cream over fears that melamine laced powered milk has contaminated their products. So far there have been no reports of any illnesses associated with Marudai Foods.

Further items recalled or other products that feared to be contaminated with melamine are Mr. Browns Instant Coffee and tea products, along with their powdered milk.

The first report of contamination came last week when the Chinese health ministry confirmed that the companies responsible for producing the milk were trying to repair their damaged public image by increasing output using melamine. The Chinese Health Ministry has stated that most of the tainted milk was produced by Shijiazhuang Sanlu Group Co.

The WHO says that women with infants should consider breast feeding for the time being on infants aged at least six months, until the contaminated milk can be removed from the consumption chain.

“WHO recommends that all infants should be fed exclusively with breast milk for the first six months of life. No other liquid or food, not even water, is needed during this period. Thereafter, infants should receive adequate and safe complementary foods while breastfeeding continues up to two years of age and beyond,” said the WHO in a statement on their website.

In 2007, the Food and Drug Administration (FDA) confirmed the presence of melamine in pet food that was imported from China. Samples indicated that wheat gluten, used as an ingredient in the pet food, was contaminated with the chemical. As a result of the contamination, the FDA said some of the contaminated gluten entered the human food chain. At least 45 people ate contaminated pork which was traced to pigs from a farm in California. The pigs had eaten feed that had been contaminated. There were no reports of deaths or illnesses.

UK government outlines plans for rail transport

The government of the United Kingdom has outlined its plans for the development of the Britain’s railway network in a white paper presented to Parliament by the Secretary of State for Transport, Ruth Kelly.

Ruth Kelly described the report as “the most ambitious strategy for growth on the railways in over 50 years” and announced that capacity will be increased to cope with an expected 20% growth in passenger numbers over the next seven years through a £10 billion investment.

The government is to continue to limit the rate of increase of regulated tickets, which include standard season and saver tickets, to a maximum of 1% above inflation, and plan to introduce a simplified ticketing structure of four basic ticket types.

Today’s announcement also extended the government’s commitment made in March of this year to fund extra carriages. An additional 300 brings the total to 1,300 carriages to be acquired to relieve overcrowding.

The impact of the investment the government has outlined will be concentrated in tackling areas of high overcrowding on the rail network. In particular, Ms Kelly has highlighted a number of key projects. These include the improvement of Reading and Birmingham New Street stations and the approval of the Thameslink modernisation programme.

150 stations across the network will be upgraded and refurbished at a cost of £150 million.

The largest opposition party, the Conservative Party, greeted the release with much scepticism, saying that the paper contains “reheated announcements that are years later than promised”. A spokeswoman for the Liberal Democrats described it as a “missed opportunity” to encourage more people to use trains in favour of cars or planes and suggested that much of the investment outlined in the document had been announced before.

George Muir, of the Association of Train Operating Companies which represents the companies providing passenger train services on the British rail network, said that the white paper is the “first plausible plan for expanding the railway” in recent years.
