These statistics show that many in the United States are afraid of the very real threat of terrorist attack. Though one might feel helpless in a situation such as this, preparation can be the best way to abandon fear and deal with the situation practically.

Gathering supplies and knowing basic survival skills can prepare families for an attack on U.S. soil from a dirty bomb or other weapon. Making plans not only gives piece of mind, but also can increase the chances of surviving such an attack.

What is a Dirty Bomb?

The term dirty bomb can refer to any explosive device that is meant to spread harmful materials in addition to creating a destructive explosion. Usually, the term is meant to refer to a radiological dispersal device. This means that the bomb spreads radioactive material meant to harm those in the area not affected by the explosion with radiation poisoning. It is not an atomic bomb.

Though this may sound very frightening, most studies show that these bombs are unlikely to be fatal to those who are contaminated. Even those who are exposed to the levels of radiation spread by the bomb for more than a year without treatment would not be killed by the dose. For this reason, dirty bombs are not a “weapon of mass destruction.” Although, they may have a significant mental effect on the general population, because in the event of a detonation, it is likely that many thousands of people would have to be detained.

What are Unconventional Weapons?

By definition, unconventional weapons are any weapons that are not used in regular warfare. Officials in the United States government have some guesses on the types of unconventional weapons terrorists may use to attack the American public.

The most common of these are all too familiar to those who have been watching reports from Iraq. An IED or “improvised explosive device” is an explosive filled with all manner of scrap metal that acts as shrapnel.

Those weapons used to spread of promote bioterrorism by infecting large groups of the population with disease are another example of weapons that are not used by national militaries.

Staying Calm

The notion of dealing with these types of attacks is pretty daunting. Though it might be frightening, the first step is to think seriously and rationally about what to do in these situations. There is no need to overreact about the possibility of an attack. In fact, more fatalities occur each day from car accidents and medical malpractice than are attributed each year to terrorism. In a year, more die from animal attack and falling down stairs. Careful planning can even further diminish the chances of being hurt.

Preparing for Radiation Exposure

There are very few ways to counteract radiation. A dirty bomb will most likely spread radioactive dust, so those who were outside at the time of the explosion should shower thoroughly and seal their clothes in a bag. Stay inside and secure pets. Await further instructions before going back outside or traveling. There will most likely be an official containment and decontamination procedure.

General Preparedness

The rules for preparing for an attack are similar to those for storms or other emergency situations. There should be plenty of non-perishable food items and water on hand in case it is not safe to travel for a few days. In case some catastrophic event knocks out power, keep plenty of batteries, flashlights, a battery-operated radio, and candles in the preparedness kit. Make sure to also include a hand-operated can opener on the supplies. Other useful items include changes of clothes, a first aid kit, paper towels, and toilet tissue.

The most important part of the emergency plan is sharing it with family and friends. Most schools have their own emergency plans parents can go over with their children. All family members should meet at the family home and agree upon a secondary meeting location. Craft a plan so that family members can find one another without the use of phones or other communication. The phone lines will be needed by those trying to contact emergency services, so it is best try to avoid making calls.

After the attack, tune into the news on the television or radio and await instruction. There are emergency radio frequencies that the government will use in the case of emergency.

The best thing to do while planning for a disaster or when faced with one is to remain calm and think rationally. Check lists can be used to double-check supplies and keep one occupied.

If any CVE affects the app, alternatives or other mitigation & contingency measures must be found to minimize the impact of the disclosed vulnerabilities. This monitoring should be done for the lifetime of the app. 6. Data Protection: certain sensitive data like personally identifiable information, or financial data should be stored encrypted in the database, if at all. One of the best ways is to have a separate key management server, which dynamically issues decryption keys to each authenticated requester, when accessing encrypted data. 7. After killing wife and children, police officer commits suicide in Noyon, France

A police officer has shot and killed his wife and two of their children at the train station in the French city of Noyon in the department of Oise, the local prosecutor said, after the wife had informed the officer of her intention to separate from him. Their sons were aged three and five; a third child, twin to the five year old victim, survived the attack and is in the care of child services. The killings took place around 11:30 local time (0930 UTC) on Sunday.

The wife, born in 1983, called the gendarmes (police) in the morning, and they arrived to find her explaining to their five children about the domestic argument which had escalated. The husband returned while the police were present, and they reported he seemed calm and did not interfere with the children being moved to a neighbor’s home, so they departed. The woman reportedly chose to leave her house when her husband was not there, and headed to the station, where the husband awaited them armed.

After assassinating his family, the police officer committed suicide. The wife’s family lived in Guiscard, near Noyon. The station at Noyon was closed after the incident. Late on Sunday, the police were searching for a witness who escaped after observing the events.

eBay removes Canadian town’s listing of sperm whale carcass

Citing violations of its policy regarding “Marine mammal items”, eBay terminated an online listing on Monday by the town of Cape St. George, Newfoundland and Labrador, Canada, for a 40 ft (12 m) sperm whale carcass reportedly beached upon its shores about a week prior.

With an initial asking price of 99 cents, bidding for the carcass reportedly rose to C$238.03 within 15 bids. Reports variously state the final price of the whale, prior to the removal of the listing from the auction site on Monday at about 2:30pm, was C$2,025 or C$2,075. Listed in eBay’s “really weird” category, the carcass was considered by eBay to be an example of “items made from marine mammals regardless of when the product was made”, which are prohibited as per site rules.

Following a council meeting on Sunday in the town of 950 residents, Cape St. George’s mayor, Peter Fenwick, put the whale up on the auction site in a bid to have it removed from the town’s premises, citing a lack of cooperation from provincial and federal government officials on the matter. “It’s your problem, you solve it”, Fenwick recounted to The Globe and Mail (TGaM) as the response he received from them. Apart from eBay, Kijiji was also suggested as another avenue by which to sell the carcass.

Fenwick told CTV News, several years prior another sperm whale measuring 15 ft was beached in the area, but disappeared without incident, an act Fenwick attributed to be the work of Fisheries and Oceans Canada. “This time”, he remarked, “the authorities have told us that it’s our whale, it’s our responsibility to get rid of it.”

On putting the carcass for sale, Fenwick remarked, “We knew we had to do something with it and this seemed to be the least expensive way of disposing of it.” In a news release, Fenwick highlighted a possible use for the carcass, particularly its bones. “The 40 foot sperm whale will make a spectacular exhibit once the fat and muscle is removed, and the town is asking museums and other organizations that could use a whale skeleton to contact the town for further details.”

On retaining the whale himself, Fenwick stated, “As a town we would dearly love to keep the whale and put it on exhibit in the town but the cost of such a venture would be hard to justify.” Fenwick told TGaM the whale was “in half decent shape”. “This one looks like it died very recently and hasn’t decomposed much”, which Fenwick suggested elsewhere was due to the whale’s present location, partially submerged in near-freezing water. However, Fenwick noted its close proximity to a residential area, saying homeowners who lived there were “very interested in seeing the whale gone.”

eBay was not the only organization who barred the sale from taking place. “We also got threatened by the federal department of the environment, and told to pull the ad off or they would prosecute us”, said Fenwick on the opposition he said he received from Environment Canada, which viewed the sale as contravening a federal act designed to protect endangered species. “I received a call from the federal department of the environment saying that you’re not allowed to sell any parts of sperm whales, even if they’re dead.” he added. “So I said, ‘Oh that’s very good, I’m glad to hear that, now can you send somebody over here to get rid of it for us?'” Fenwick’s request was met with a negative response from Environment Canada.

“They’ve got to sort it out somehow. The uncertainty means it just sort of sits there and rots.” Once decomposition sets in, Fenwick remarked the carcass would become a “real nuisance”. “I don’t know if you’ve ever seen a whale that’s been rotting on the beach for a couple of months — actually sometimes you can’t see it for the clouds of flies around it — but you can smell it for about a mile”, he added.

On finding alternate means to dispose of the carcass, Wayne Ledwell, a member of Newfoundland’s Whale Release and Strandings, suggested the whale be towed out to a remote area. “They need to do that right away, when they come in and they’re fresh,” said Ledwell. “No one wants to go touch them … everything becomes gooey and slippery and you can’t stand up on the whale and it gets on your boots and you can’t get the smell off and then you go home and the dog rolls in it and you get it in your kitchen and you curse the whales, and you curse the government and … it becomes a mess.” Fenwick said they’d considered the idea, enlisting a local fisherman who, however, judged his engine too small for the job.

Previously, blue whale carcasses washed ashore in the towns of Trout River and Rocky Harbour, located about 150 km further north, and were taken by Royal Ontario Museum for preservation of the skeletons. Fenwick suggested the sperm whale carcass in his town might also meet a similar fate, as the sperm whale’s status as the largest toothed whale might prove to be a drawing attraction for such a facility.

Regarding what he plans to do next with the carcass, Fenwick said “If we’re not allowed to sell it, we’re willing to drop our 99 cent price down to a zero.” He said he hoped some eBay bidder stays interested in the whale. “We’ll be glad to talk to them about giving them the whale. We’re hoping that’s not illegal.” He also said he hoped the publicity from the town’s predicament, which garnered national attention, and its unusual means of finding a solution, would draw in someone interested in taking the whale off his hands at their own expense.

Should the whale fall under new ownership, Fenwick advised it be moved away from the town to a beach devoid of people, and the blubber left as food for seagulls, insects, and other predators. He estimated “It’ll probably take a year or so to get down to the skeleton.” As monetary gain was reportedly not what the town cared about, Fenwick was willing to offer the carcass for free, though one report noted money raised from the listing could have gone towards the building of a skate park.

Two injured in two car crash on Isle of Man

Two people have been injured in a road traffic accident involving two vehicles on the Isle of Man. One of the two men was driving a Toyota Celica and the other a Renault Laguna.

Police reported that the collision occurred at around 2150 GMT on Sunday near to the location of Greeba Castle. The two men, who were aged 32 and 19, were both injured, with the 19-year-old man having to be physically cut out of his Toyota by workers from the emergency services.

Both gentlemen had to be transported to Nobles Hospital; however, police officers noted that neither of the two suffered from life-threatening injuries. The road which the collision occurred on had to be closed for roughly five hours.

Police describe bloody evidence in NY Sen. Monserrate assault trial

A crime scene police detective and a forensic biologist testified on Tuesday about bloody evidence entered into the court record, in the ongoing criminal trial against New York State Senator Hiram Monserrate. Monserrate faces charges of felony assault in an alleged attack on his girlfriend Karla Giraldo.

The prosecution has asserted that when Monserrate discovered that his girlfriend had the business card of another man, he chose to strike out at her. Monserrate has entered a plea of not guilty to charges he sliced his girlfriend’s face with broken glass during a conflict at their apartment on December 19, 2008. The defense team denied that the injury to the woman by Monserrate was intentional, instead claiming that the incident was “an accident” and the result of Monserrate tripping while bringing Giraldo a glass of water.

An emergency physician that had treated Giraldo stated in court last Thursday that Monserrate’s girlfriend asserted to her that her injuries were not the result of an accident. Though the defense has argued that Giraldo, who is from Ecuador, may have been difficult to understand – the physician stated she conversed with Monserrate’s girlfriend in both Spanish and in English.

The police detective that first inspected the crime scene testified Tuesday to the court about his recollection of discovering broken glass at the apartment, along with blood, towels covered in blood, and a ripped women’s t-shirt. Prosecutors entered into evidence a ripped sleeveless undershirt that police had found in the garbage outside Monserrate’s apartment on the night of the alleged attack. Bloody towels were was also found at the crime scene in the bathroom, and bloody smudges were discovered on a light switch in the bedroom.

According to forensic biologist Ewilina Badja, the majority of the blood found at the scene originated from one woman. Prosecutors assert that this woman is Giraldo, who was treated for injuries surrounding her left eye that took approximately 40 stitches to remedy. Badja identified blood on a male green shirt found in the bathroom sink as that of Monserrate.

Joseph Tacopina, defense counsel for Monserrate, argued that the police detective’s testimony does not prove his client attacked Giraldo. NY1 reported that Tacopina stated: “There’s not a piece of evidence that supports there was a scuffle where someone tore someone’s clothing, so it is nothing more than rank speculation. It was not a blood drenched t-shirt. When it was torn who knows? I have in my closet right now torn T-shirts that I wear to bed every night.”

On cross-examination, Tacopina queried New York City Police Department crime scene analyst Detective David Hernandez regarding the blood discovered on the bedroom light switch. According to Hernandez, police did not evaluate the blood on the light switch; Hernandez also stated that the lights in the apartment were found turned on. Tacopina argued that this bolsters the story provided by defense – that his client stumbled in a dark room while attempted to bring water to his girlfriend, and placed his bloody hand on the light switch after accidentally breaking the drinking glass on Giraldo’s face.

Queens Supreme Court Justice William Erlbaum will judge the case without a jury, as Monserrate waived his right for a trial before his peers. The group National Organization for Women has requested that the judge rule Monserrate should be given “the maximum sentence allowable by law”. If convicted, Democrat Sen. Monserrate could serve seven years in prison and lose his New York State Senate seat.

Monserrate is a former city councilman. He became a member of the New York State Senate weeks after the alleged conflict with Giraldo, and was made chair of the committee overseeing consumer affairs. Along with Democrat Pedro Espada Jr., Monserrate started a shift in control of the Senate by aligning with the Republican Party.

Gunman shoots doctor, then kills mother and self at Maryland hospital

A man shot a faculty physician as well as his own mother before killing himself at Johns Hopkins Hospital in Baltimore, Maryland. The shooting occurred on the eighth floor of the Nelson Building, the hospital’s main building. Baltimore police found the suspected shooter, who had been barricaded inside his mother’s hospital room for several hours before killing himself and his mother.

At around 11:15 a.m. EDT (1515 UTC), an unnamed doctor was shot in the chest at a patient area of the Nelson Building’s thoracic center. All major hospital facilities were placed under a lockdown, and some medical personnel were evacuated from the Nelson Building. The doctor was sent to surgery at the hospital, and police spokesperson Anthony Guglielmi said that the doctor will likely survive the incident. He was not aware of any connections between the suspect and the doctor, who was in critical condition.

A nurse at the hospital told The Baltimore Sun that the shooter was dissatisfied with how his mother had been treated and even said that he was going to jump out of a window. The nurse said that, upon hearing gunshots, she ran.

Earlier, Baltimore area police said that they were “in the process of a tactical operation” to capture the gunman, who was holed up on the eighth floor. A spokesperson for the Federal Bureau of Investigation (FBI) said that it had been assisting local police in the incident. A Johns Hopkins spokesperson had previously said that authorities had taken the shooter into custody, but police said that the report was incorrect.

The suspect, who had not taken any hostages, was described as a black man in his thirties. After a standoff lasting for three hours, law enforcement officers moved into his mother’s hospital room, and found both him and his mother dead from gunshot wounds to their heads. The suspect was first identified as 50-year-old Warren Davis, and his mother as Jean Davis. Police later said that “Warren Davis” was an alias and that his real name was not known.

Baltimore Police Commissioner Frederick Bealefeld, who said that the department is “treating this case as a murder-suicide,” said that no officers reported hearing the shots that killed the two. Police had previously said that the gunman had been shot and killed by police, but police later said that that report was incorrect.

Romanian tourism to be rebranded

Romania’s National Authority for Tourism (ANT) announced that they would promote tourism in Romania through a new branding strategy, in collaboration with the United States Agency for International Development. The director of ANT, Marius Critonescu, said that the branding exercise will be “a significant component of the Romania’s development as a new tourist destination of international level.” He also added that the development of an integrated brand for Romanian tourism will promote a more positive image for the country, thereby increasing the number of tourists and investors.
