The United States Bureau of Labor Statistics reported on Friday that the US economy lost 663,000 jobs in March, bringing the unemployment rate up to 8.5%, an increase from last month’s jobless rate of 8.1%. The jobless rate is the highest it has been since 1983.

Since the start of the recession, 5.1 million jobs have been lost. 13.5 million people are currently unemployed. 3.3 million people have lost their jobs in the last five months.

“The hemorrhaging of jobs has been so extreme,” the deputy director at the National Employment Law Project, Andrew Stettner, said. “Even if the economy picks up or the contraction slows, there’s so much slack in the job market, it’s going to take a tremendous amount of time for it to recover.”

The Federal Reserve has stated that it predicts the jobless rate to go up to 8.8%, although many economists forecast that it could go above ten percent and only start coming back down when the broader economy starts to recover.

The government said that 16% of all the residents of the US are now in search of work, working part time because they are unable to find a full-time job, or do not have a job and are not searching for one.

“We’re closing in on 25 million people that are underemployed in one way or another. It highlights the incredible breadth of the downturn,” said the founder and chief economist of Moody’s Economy.com, Mark Zandi.

Cambridge, Massachusetts —Construction of two condominium buildings and a five-acre park began on March 21, in East Cambridge, Massachusetts. The buildings and park are part of the 45-acre Northpoint development, which will take 15 years and more than $2bn to complete, according to the Boston Globe. The buildings, designated as “Building S” and “Building T” by the planners of the project, Spaulding & Slye Colliers, have been designed by local architectural firm Childs Bertman Tseckares and Architects Alliance from Toronto. Buildings S and T are the first of an eventual 20 buildings planned at the site.

The development will fill what used to be a railroad yard for the Guilford Rail System, a subsidiary of Guilford Transportation Industries. According to Hoovers.com, Guilford is controlled by Timothy Mellon, heir to the Mellon banking fortune. Guilford Rail Systems has its headquarters in North Billerica and owns 1600 miles of railroad throughout New England. The tracks in the Northpoint plot have been removed, though Boston subway’s Lechmere station remains within walking distance of the site, along with parts of Boston and Cambridge. The site is bordered by Route 93 on its eastern side, Monsignor O’Brien Highway to the west, and the Gilmore Bridge to the south.

The landscape architecture of the park is provided by Michael Van Valkenburgh Associates, a landscape architecture firm on Concord Avenue in Cambridge. The firm’s principal teaches in Harvard’s Graduate School of Design. MVVA is also completing the landscape for Harvard’s Northwest Science Building.

In order to put the cannabis drug (marijuana) out of reach of minors, the Canadian federal government announced a bill to legalise cannabis for the age group of eighteen and above, on Thursday. The bill would allow adults to possess cannabis publicly, previously a criminal offence.

Canada’s health minister Jane Philpott tweeted, “Today we tabled new legislation to legalise, strictly regulate, and restrict access to cannabis. Our goal: keep it out of the hands of youth, and profits out of the hands of criminals.”^{((fr))French language: Ajd nous avons déposé un nouveau projet de loi pour légaliser le cannabis, le réglementer de manière stricte et en restreindre l’accès. Notre objectif: garder le cannabis hors de la portée des jeunes, & les profits hors des mains des criminels.} The Canadian government, via their official website, explained cannabis is available illegally, and their measures to stop it did not work. Criminal organisations are making money selling cannabis. Under-aged people can obtain the drug easily; they said, “it is easier for our kids to buy cannabis than cigarettes.”

The bill allows provinces and territories to set the age limit above eighteen. In order to prevent criminal gangs from making a profit, selling the drug needs a license permitting its sale. Adults can purchase the drug online from a licensed producer if a retail shop is not available in the province.

Adults can carry up to 30 g (slightly over an ounce) of cannabis and grow at most four cannabis plants at home, for personal use. The plants should be no taller than a metre, the bill proposed. Selling cannabis to minors would be a specific criminal offence.

The legislation requires parliamentary approval and royal assent. If passed, the bill would be under effect by July 2018, the government said. Health and safety experts and law enforcement were consulted before proposing the legislation. Except for medical purposes, possession of the drug remains illegal until the bill is passed. Regardless of the status of the bill, import and export of the drug would be illegal.

Previously when the government increased the taxes on cigarettes to discourage citizens from smoking, a black market for cigarettes developed.

Along with legalising cannabis, the bill would also permit the police officials to use tools like oral fluid drug screeners to detect if drivers are under the influence of the drug. Zero tolerance against drivers under influence of drugs is proposed. The government would also implement a public awareness campaign on the perils of driving under the influence of drugs.

The government still working on the restrictions. Lawmaker and former police chief Bill Blair said, “We do accept that more important work remains to be done.” If the bill is passed, Canada would be the second country to legalise cannabis completely. Uruguay is the first. Some countries, such as Germany, allow medical use of cannabis, but recreational use is prohibited.

Georgia –Zurab Zhvania, Prime Minister of Georgia, was found dead of gas poisoning at a friend’s home. The China Daily quotes Interior Minister Vano Merabishvili: “This is a tragic accident… It was a gas poisoning.”

Zhavani was visiting in the home of Raul Usupov, deputy governor from the Kvemo-Kartli region, when an apparent carbon monoxide leak from a gas space heater overcame and killed both him and his host.

Carbon monoxide poisoning is not unknown in Georgia; 45 deaths by carbon monoxide poisoning are reported by the official Russian Information Agency. Power supplies are not entirely reliable, and central heating systems are not universal, so small portable heaters are common even in the capital.

President Mikhail Saakashvili called an emergency cabinet meeting to discuss responding to the death. “(Zhvania’s death) is a huge blow for our country and personally for me as a president and as a person,” quotes the China Daily, “I have lost my closest friend, my most loyal adviser, my biggest ally.”

Once a protegé of Eduard Shevardnadze, and widely viewed as his chosen successor, Zhvania chose to join the opposition in supporting Saakashvili. He has been viewed as a moderating influence on Saakashvili, who appointed Mr. Zhvania after taking office one year ago.

Zhavania joined Georgia’s Green Party in the 1980s. He was chair of Georgia’s Parliament from 1995-2001.

“He played an important role in helping Georgia meet its aspirations for greater peace, prosperity and euro-Atlantic integration,” NATO chief Jaap de Hoop Scheffer said in his expression of condolences.

A couple from Vancouver, British Columbia, Canada has been arrested on charges of public mischief after listing their seven day old baby girl on the popular Internet classified ads website Craigslist.

The listing claimed that the baby was unexpected, “healthy and very cute”. It asked CAN 10 000 for the baby. It also listed a phone number belonging to a stolen cellphone, which was used to find the couple.

It was first noticed by a 62-year old grandmother browsing the website for furniture, who said “I was shaking, and I thought, ‘Come on, how did this even get through?'” The couple claimed that the listing, which has since been removed, was a hoax.

The father, Jeremy Pete, had a history of car thefts and evasion of police, while the mother, 23-year-old Bethany Granholm, had convictions of property theft, fraud and impersonation. The parents have now been released, but charges are still being considered. The baby has been placed in provincial care.

A suspected copycat incident occurred just four days later, also offering a seven-day-old baby girl for CAN 10 000 on Craigslist. This incident turned out to be a hoax, and no child was in danger.

Last week saw a similar incident in Germany, where a couple listed a seven month old baby on eBay. In this case the police have launched a child trafficking investigation, despite the parents’ assertion that the listing was a joke.

On Monday, 46-year-old Dolores O’Riordan, lead singer of Irish rock band The Cranberries, was found dead, her publicist Lindsey Holmes confirmed; reports suggested she was found in her room at the London Hilton on Park Lane hotel. O’Riordan’s agent said she was in London, England, for a recording session. According to the police, her death was considered “unexplained” and no cause of death disclosed, though it was to be investigated.

Later one of the richest women of Ireland, O’Riordan joined the rock band, then known as “the Cranberry Saw Us”, as a teenager around 1989, after Niall Quinn had left the band. Also featuring drummer Fergal Lawler, bassist Mike Hogan and his brother Noel Hogan, the lead guitarist, the band released their first album Everybody Else Is Doing It, So Why Can’t We? in 1993. The debut album featuring single Linger was an international success. The band went on to release six more albums featuring O’Riordan’s voice, including Something Else, which was released last year.

A year later, in 1994, the band released their second studio album, No Need to Argue, which featured the song Zombie, a song about bombings related to Northern Ireland. Zombie topped the singles charts in various countries. In the same year, O’Riordan married Don Burton, sometime manager of the Duran Duran band. Their third album, To the Faithful Departed, was released in 1996. The album did not receive the acclamation of the first two.

In 2003, the band split, and it was reunited in 2009. During those six years, O’Riordan released two solo albums — Are You Listening? in 2007 and No Baggage in 2009. 2012’s Roses was the first album The Cranberries released after reunification.

Last year, O’Riordan revealed through London’s Metro newspaper she had been diagnosed with bipolar disorder. She also spoke of suffering from depression to The Irish News. In 2014, the singer was involved in assaulting a flight attendant and three police officials on a flight from New York, US to Ireland. She was fined €6000 (US$6600) after she pleaded guilty; medical reports said she suffered from mental illness during that incident. Last year, the band’s tour to North America and Europe for Something Else was cancelled partway through as O’Riordan suffered from a back problem.

After announcement of O’Riordan’s death, Irish prime minister Leo Varadkar tweeted, “For anyone who grew up in Ireland in the 1990s, Dolores O’Riordan was the voice of a generation. As the female lead singer of a hugely successful rock band, she blazed a trail and might just have been Limerick’s greatest ever rock star. RIP.”

The official twitter handle of The Cranberries posted a tweet saying, “We are devastated on the passing of our friend Dolores. She was an extraordinary talent and we feel very privileged to have been part of her life from 1989 when we started the Cranberries. The world has lost a true artist today.”

Born on September 6, 1971 in Ballybricken, a town in southeastern Ireland, O’Riordan had six older siblings. She wrote songs since the age of twelve. James Walton, a priest from her home area, said, “The plan is for her to be buried here at home. When that will be will depend on when her body is released.”

Dolores O’Riordan is survived by three children and ex-husband Don Burton.

A fire on Sunday night in the seven-storey carpark for the Echo Arena in Liverpool, England destroyed almost all the vehicles parked inside and led to cancellation of the final evening of the Liverpool International Horse Show and evacuation of nearby blocks of flats. The blaze reportedly started with a parked Range Rover Discovery.

Investigators with the fire brigade stated that they believe the fire began with an accidental engine fire in the Range Rover at about 4.30 pm. The first call was made at 4.42 and firefighters arrived eight minutes after that. Ultimately twelve engines and 85 firefighters were involved in combatting the blaze. Aerial appliances were used and also three high-volume pumps. Fed by the fuel in vehicles parked inside, the temperature of the fire in the carpark is believed to have reached as high as 1,000°C. It was too hot to be extinguished with water from hydrants, so a high-volume pump was used to draw water from the River Mersey, and two more were brought from other fire brigades in the region.

The carpark has seven storeys and a capacity of 1,600 vehicles, and approximately 1,300 were parked in it when the fire broke out. According to Dan Stephens, chief fire officer for Merseyside Fire and Rescue Service, almost all of them were destroyed, with the exception of a few parked on the top level and at corners. “With these very high temperatures, you were never going to put the fire out without the whole building taking hold. The speed at which the fire spreads means you simply aren’t going to put it out,” said Stephens.

The carpark itself was severely damaged; according to Joe Anderson, the mayor of Liverpool. It is not in danger of collapsing but will have to be demolished, which will be difficult with the many burned-out cars still inside it, Anderson told the BBC.

According to Stephens, there were no serious injuries: one woman injured her hand, and two people were treated for smoke inhalation. A spokesman for the Echo Arena also stated that all animals were safe. All horses were successfully evacuated from the carpark and then removed from the stables after smoke spread to them. Six dogs were also rescued unharmed, two on a lower level in the early stages of the fire and four that had been left in a car on the top level, freed by firefighters on Monday after the fire was put out.

The final evening of the four-day Liverpool International Horse Show had been scheduled to begin at 7.30, and had to be cancelled. Many attendees were stranded in the city on New Year’s Eve night. Merseyside police directed people to the Pullman Hotel, where Red Cross assistance was available, and the Liverpool City Council set up an assistance centre at the Lifestyles Gym. A spokesman for the Association of British Insurers has said that insurance companies will “move very quickly” to reimburse owners whose vehicles were destroyed.

Nearby blocks of flats were evacuated because of the smoke. Eyewitnesses reported hearing what they at first thought were firecrackers, then “multiple explosions”, “bangs and popping”, “the bangs of car windows exploding”. People reported leaving everything in their cars, including their cellphones, and running for their lives.

Mayor Anderson tweeted that cuts to fire services over the last two years made it significantly harder to fight the fire and might have caused it not to be controllable. He also suggested that fire safety in multi-storey carparks had not been sufficiently considered and that installing sprinklers in them might help stop future fires before they become unmanageable, in a letter to Nick Hurd, a member of Parliament.
